The great experiment with rehabilitating juvenile delinquents through the use of positive feedback entirely had proven to be a big mistake and was not getting the job done, boys that went into juvenile detention centers were coming out worse than when they went in. Putting a misbehaving boy into a quiet room to think over his behavior was not working in the least, all it did was help give him the time to think up fresh mischief to get into. Finally it was decided that corporal punishment was once more needed, a well spanked boy did indeed tend to behave himself for a while, anyway.
There is an old saying that the nerves in a boy's brain that control his behavior and his attention span are directly hard wired to the nerves in his backside, stimulate one and you stimulate the others. Spankings had been proven throughout the centuries to just work and work well, it is only in so called modern times that the application of hand or tool to the bare bottom of a misbehaving boy has fallen out of favor leading to an entire generation of youth that have absolutely no respect for anything. It was time to turn back the hands of time and treat a bad boy like he should be treated.
Of course this did not happen over night, it had to go through the court system right up to the Supreme Court of the land. They, in their wisdom, decided that spanking a boy did not constitute 'cruel and unusual punishment' and refused to hear the cases and referred it back to the states. Within a year almost all the states had passed laws, if necessary, to once again allow corporal punishment to be administered on youthful criminals. Some states even took this further and also allowed the same to be used on adult criminals for petty offenses with the reasoning being if it works on a teenage boy it will also work on older males, they still have a backside and it still will work very well for the site of corporal punishment, just look at Singapore for a good example. True, their version of caning a criminal is taking the idea of a spanking to the extreme but the theory is the same, blows to the buttocks for punishment.
Passing the laws allowing spanking in juvenile detention was just the beginning of the problem, now they had to figure out just how to spank a boy and what exactly a spanking consisted of. The dictionary defines 'spank' as 'to strike, especially on the buttocks, with the flat of the hand', a good enough starting point but those who could possibly remember ever being spanked realized that the hand alone would not work on most of the boys in juvenile hall, they simply were too tough. A spanking by hand might work once for it would take them by surprize just how much a man's hand can sting when it slaps hard on your bare skin but the second time they would approach the idea of being spanked with a certain amount of contempt. Thus it was decided that a tool of some sort was definitely needful. Along with the tool a method of restraining the offender would also be needed, few if any boys will hold still and take their punishment when their behinds start to burn hot enough.
Here is how one state solved their problem of disciplining those boys in juvenile detention.
The six boys were waiting nervously for their punishment to take place, these six were the first to be punished for misbehavior under the new laws. They were also to be the first to have the new equipment and tool used on them.
All six were sitting side by side on a hard wooden bench, with any luck this would be the last time they would be sitting with any comfort at all for some time. All of them had wet hair from the mandatory shower with disinfectant soap that they were required to take and all were in the same state of dress that they had been in the shower, stark naked. This first batch of boys to be spanked ranged in ages from sixteen to eighteen, how they reacted to the punishment would determine how well the method was working and if the number of strokes had to be adjusted or not.
"What's going to happen to us?" one of the boys whispered to the boy next to him.
"We're going to get our butts whacked," answered the other boy, "that's what a spanking is you know."
"Yeah, I know," said the first boy, "but how are they going to do it?"
"Rumor has it that we will be tied down to a table on our belly and some guy will whack us with a leather strap," said the second boy, "that's all I know about it."
"Do you think it's going to hurt a lot?" asked the first.
"My Gramps always said that I needed a good hiding," the second boy replied, "and he used to say that his father used to whip his butt so hard that he couldn't sit for a week and he used to bawl like a little baby so yes, I guess it will hurt."
The first boy was quiet after this, absorbing this news. He, like most boys, had never felt parental wrath visited upon his behind so he didn't know what to expect. He had his bare bottom snapped by a rolled up towel once after a shower and that stung pretty good, he wondered if a spanking was like that.
"Okay, you six come with me," announced the guard that had just come into the waiting room, "it's show time!"
The six boys got up to follow the man. They varied a lot in size and build and degree of hairiness but all shared one thing in common, all were very erect. Whether because of nervousness or just because boys of that general age have boners a lot of the time is unknown, it is a well known fact that quite a few boys tend to in that condition when they know that they are going to get a spanking.
They found themselves in a fairly large room with tiled walls and floor and the first thing that they saw was the spanking frame. Looking around the room a bit they could see a bunch of folding chairs set up with a view of the table, this first spanking session was going to be witnessed and reported upon by impartial observers. One of the men sitting in the audience had a vested interest in what was going to happen. Dr. B. A. Thrasher was the inventor and creator of the frame that the boys were about to be fastened upon. It was also due to his years of research into the subject, out dated and arcane though it might be, of spanking a young male for punishment purposes that led to the adaptation of the sturdy leather strap as the tool of choice for the spankings. He was one of those unusual men that spanked his own three sons when they needed it and put his mechanical and medical skills to work on the problem of how to efficiently and fairly punish boys of all ages regardless of their size or shape. The frame was the culmination of years of work as was the design of the strap to be used, most of his research was done with volunteer subjects for there are still males in our society that actually enjoy and get off on having their backsides blistered, sometimes quite hard. Due to their tolerance for the pain that was induced on their bare backsides these males could report somewhat objectively on the effectiveness and pain level of the spankings, the position used as well as the tool. Just to show the true effectiveness of this combination every one of the volunteers, no matter how experienced with spankings and no matter how high their pain tolerance were reduced to crying little boys at least once during the testing of the combination.
A lot was riding on this test, if it was successful Dr. Thrasher could become a wealthy man for he held the patents on the design of the frame. The straps were adapted from those used in reform schools and even adult prisons of the past. Some things just can't be much improved upon and the straps were the most effective of their kind. The doctor had many orders for the frames that were dependent on how well this test worked.
The guard got the six boys into a line facing the spanking frame. "When I call your name, step forward," he said. "You will be fastened down to the frame, receive your punishment and once released you will step back into line and stand with your hands behind your head. Do you understand this?"
There was a chorus of 'Yes, sirs!', the boys being smart enough to show some respect at this time when their butts were actually on the line, physically this time instead of metaphorically.
The first boy's name was called and he stepped forward to a set of two steps at the base of the table. He climbed the two steps and moved forward on his knees until he could lay down on the table, a raised pillar in the center of the table forcing his knees apart about a foot or so. As he lay down his boy-parts fit neatly into an opening in the padded top of the table provided for this purpose, as he lay there his erection was quite visible pointing at the floor below the thin top of the frame. Interestingly enough, a drain was in the tiled floor in case of any leakage by a boy that was getting spanked, this, too, was also well known.
The boy's arms were stretched out in front of him and fastened with padded cuffs, seatbelt type fasteners went into the raised pillar by his knees fastening his upper legs snugly to the top of the table and a thick, padded belt was placed across his lower back, just above his buttocks. This strap across his back had a stiff tail or tongue on it that covered the base of the boy's spine in case of a misplaced stroke by the men performing the spanking, unlikely but possible. Two more somewhat loose fitting straps fastened the boy's ankles in place, allowing a little bit of movement but not much.
Once the boy was fastened down the guard pushed a button on the side of the frame and you heard the whine of an electric motor as the table bent upward in the center to put the boy's backside in the perfect position to spank. It is known that a boy cannot tense his bottom muscles when he is bent even a little bit and that was the reason behind this, if he had been laying flat there was a possibility that he could tighten his bottom enough to detract some of the effects of the straps he was about to feel slapping his bare bum. Just a couple of degrees of bend is enough to keep this from happening.
The active word in this is straps. Just as it is easiest to spank a boy that is laying on his belly it is easier and better to spank him from both sides of his body when it comes to using a strap which was the tool decided upon. The most sting and discomfort from a strap is where its end strikes the target which in this case is the buttocks of the boy. Two burly men stepped out and took up positions on each side of his raised backside.
The straps that they were carrying had thick, heavy blades about eighteen inches long and four inches wide all of which was mounted on a wooden handle with a wrapped grip to help prevent slippage in the man's hand. To help prevent wind resistance and insure that they would land flat the blades of the straps were pierced with many holes. It was incidental that these holes added greatly to the sting of each stroke.
The first guard faced the audience. "These men have been specially trained in spanking a boy, each of them will target the buttock opposite from the side that they are standing on, having the strap wrap around the crest of the buttock nearest to them and allowing the tip of the strap to make contact with slightly over the crest of the opposite buttock. Each man, taking turns, will administer half the sentence that the boy is to receive." He turned to the two guards and said, "Gentlemen, you can proceed, this boy is to get twelve strokes."
The two guard laid their straps gently on the bare, upraised bum of the boy and adjusted their footing just a little bit to insure they would strike where they wanted to. As they raised the straps high in the air above their heads you could see that although the leather was stiff it was still fairly flexible as to conform to the contours of a boy's backside. If you looked under the table you could see a slivery thread of pre-cum fluid making its way to the floor from the boy's still very erect penis.
There was a whooshing sound in the air followed by a sharp 'CRACK' as the first legal spank in years landed on the boy's behind. The guards in these type of establishments had long known the value of a fiery backside on the behavior of a hard case and many unofficial spankings were administered over the years in an out of the way room in the prisons, the welts and bruises on the boy's backside being explained away as a fall if they were ever commented upon at all. A video camera facing downward over the table showed on a monitor that a broad red stripe formed on the snowy white skin, brighter red where the strap's end bit into the far buttock. All of a sudden the flaming pain of the strapping hit the boy and he screamed. He had never in his entire life felt pain like this and it just seemed to grow with time. As he drew breath for another howl the straps hit again, the second strap landing after the two second delay, both strokes landing lower on the boy's buttocks this time though overlapping the first by about half the width of the strap. As the first strokes had landed right on the crown of the boy's backside most of the bottom half of his bum was now crimson in shade.
The third strokes of the spanking landed as the boy was in mid wail and he actually seemed to increase the volume of his yelling when they landed. Now his entire bottom was scarlet except for the very upper reaches and the very lower reaches. The next two sets of strokes took care of that, one set to the very lower section of his bum, right where it meets his legs and the other taking care of the upper buttocks right where it meets his back. The final strokes repeated on where the first ones of the spanking had started and this time a sharp jet of urine came gushing out of the boy's dick to splash on the floor.
An antiseptic was sprayed on the boy's swollen, scarlet backside and he was unstrapped from the table after it was lowered back into place and helped off of it to stand back in line with his hands behind his head. He was still crying loudly and dribbling pee from his now limp penis. The next boy was called forward and swiftly fastened down to the table and received his allotment of strokes on his backside, reacting much like the first boy but this time no urine was put forth though the howls and crying were equally loud.
Not so the third of the six, he was almost leaking as he was strapped down to the table and his bottom raised up into spanking position. Some boys will actually piddle just a little bit from sheer nervousness and this boy had something to be nervous about after seeing what happened to the previous boys. Sure enough, the second the strap bit into the skin of his backside it was like turning on a faucet and he leaked and dribbled throughout his entire spanking, a sharp spurt coming from him with each spank, matching the shriek from his mouth, to slow to a dribble until the next lash across his buns, this despite the fact that he had used a toilet before taking his shower, all the boys did so under the watchful eyes of the guards try to avoid this sort of thing.
Finally all six boys had been spanked, each receiving a round dozen spanks with the strap each. They were paraded in front of the witnesses and made to bend over to display their spanked bottoms to the best effect. This first spanking session had lasted about fifteen minutes in total, it actually taking longer to fasten the boys in place on the table than it did to spank them despite the hook and loop fasteners used on the cuffs. The first boy to feel the straps was still sobbing quietly after the last boy had received his punishment.
"As you can see," said the main guard, "all of these boys have very swollen and red backsides but you will also see that there is very little bleeding involved, a few trickles here and there where one of the holes might have overlapped already swollen skin. The bleeding is stopped now and was minor at worst. I will bet that none of these lads will be wanting to sit any time soon, though, and I also bet that every one of them will be sleeping on their bellies for a few days. We will be studying these boys for the next couple of weeks to see how long lasting this kind of punishment is and adjust the number of strokes as needed. I will have to say, though, that I feel this first spanking session in years has been a great success!"
As the six boys filed out of the room there was a round of applause from the members of the audience, finally bad boys were once more getting the kind of treatment that they richly deserve and have found how easily enough pain can be created upon their naked bottoms to make them definitely think twice, maybe three times before misbehaving again, most all boys will behave themselves rather than risk another session on the frame getting spanked, the harshness and severity of the spanking is on purpose to make it painful enough to both teach a lesson and also teach them to avoid a repeat of the process. The agonizing flames and burn of the spanking will fade with time, hopefully the lesson learned will stick with them.
There is also the knowledge that a round dozen strokes of the straps is the minimum sentence a boy can get and they had all been told if they ever found themselves over the frame again the sentence would be doubled.
After watching the six well spanked boys leave the room, the crimson swath of the spanked skin of their buttocks showing a distinct line of demarcation with the still snowy skin of their hips, they had all been spanked so skillfully that it was an almost perfect straight line between swollen, spanked bottom and unspanked skin, a crowd of men gathered around Dr. Thrasher to finalize their orders for the frames and straps. The test had been a howling success in more ways than one.
